I'm having trouble constructing my story's setting. (Technology....)?

My story is about an evil sorcerer, his unwitting apprentice, an arrogant prince, a clumsy rogue, and a anti-social bounty hunter. I'm having a hard time deciding on the setting, primarily how advanced the technology should be. I certainly do not want to throw them into the middle ages, but I don't want them to have iPhones either. I love the idea of trains, but that means some of the cities they go to have to be more industrial and smoggy and full of factories (which I don't really want), and I'll have to maybe brings in cars (which I also don't want). I'm also very hesitant when it comes to the idea of electricity... I don't know if I want them flicking on light switches or not. -.- The story is supposed to feel wizardly and even a little whimsically rustic (not too much, though), and so the idea of a light-bulb popping up in my tale just really bugs me. I just need help finding the happy medium. -.- And somehow, I can't seem to do that. What are your reccomendations?
