Threading or Waxing Salon for Eyebrows and upper lips in Bakersfield?

Is there any good and cheap Beauty Salon(eyebrows and upperlips threading or waxing) in Bakersfield? I have contacted one Indian Salon Patel's but it's costly 15 $ for threading,i asked my friend in Newyork and there it is 5$..
